MANDATE OF THE INSTITUTION:
The Mandate of the Office of the Accountant- General of the Federation (OAGF) is captured in the mission statement as follows:
1. To change the old attitude of poor work ethics, corruption and sharp practices of staff to a more positive direction;
2. To raise the low moral and eliminate the frustration of the work force through motivational activities;
3. To provide all working tools and good working environment to the staff generally;
4. To make training compulsory and a continuous process for all cadres of staff;
5. To produce the financial statements of government timely and accurately;
6. To make the Office a Centre of Excellence, Service-Oriented and corruption free in the public service;
7. To compel all officers to keep religiously to the Rules, Regulations and Laws in the conduct of Government business and;
8. To introduce and implement modern techniques, like computerization, fund control measures and total quality service, in the Financial Management of Public Fund.

FREEDOM OF INFORMATION ACT, 2011
The National Assembly of the Federal Republic of Nigeria enacted the Freedom of Information Act 2011, to make public access to public records and information, protect public records and information to the extent consistent with the public interest and protection of personal privacy, protect serving public officers from adverse consequences for disclosing certain kinds of official information without authorization and establish procedures for the achievement of those purposes.

The Act named “Freedom of Information Act, 2011 was passed into Law by the National Assembly on the 27th Day of May, 2011, and was signed into Law by Dr. GoodLuck Ebele Jonathan, GCFR President and Commander-In-Chief of the Armed Forces of The Federal Republic of Nigeria on the 28th Day of May, 2011. Following the enactment and Presidential Assent of the Freedom of Information Act, 2011, the Head of the Civil Service of the Federation issued an implementation circular with Reference Number: HCSF/CSO/HRM/1196/12 dated 31st January, 2012 with the subject matter:- “Establishment of Freedom of Information Sub-Implementation Committees on the FoIA in the Ministries, Departments and Agencies”. The Circular domiciled the Sub-Implementation Committee in Planning, Research and Statistics (PRS) of the MDAs, with the Director of PRS Department as the Chairman.
In furtherance of the Implementation Directive, the following Departments and Units were Mandatory Members:
I. Planning, Research and Statistics – Chairman
II. Finance and Accounts – Member
III. Representative of the Budget Division – Member
IV. Legal Unit – Member
V. Information Unit – Member
VI. Procurement Unit – Member
VII. Records Management Office – Member
VIII. SERVICOM Desk Officer – Member

The circular in its Terms of Reference Mandated the Sub-Implementation Committee to “Study the Operational Guidelines of the FOIA in the Implementation of the following:
a. Institutional Capacity Building for FOI Implementation;
b. Ensure the Implementation of FOI Act as indicated in the Guidelines;
c. Monitor and Evaluate the Implementation of FOIA within the MDA
d. Prepare Quarterly and Annual Reports and submit same to the Inter-Ministerial Committee on FOIA.
In furtherance of the requirements of effective Implementation of the FOIA, the circular implored the Permanent Secretaries to Ensure the Constitution of an In-House Committee to ensure effective Implementation of the FOIA. The Circular further required the Permanent Secretaries to Ensure that Members of the Committee Participate actively IN ALL SENSITIZATION and CAPACITY BUILDING WORKSHOPS to enable them carry out their responsibility diligently. In accordance with the circular, the Accountant-General of the Federation (AGF) Constituted the Sub-Committee of the Office of the Accountant-General of the Federation (OAGF), to effect the Implementation of the FOIA 2011, accordingly.
