Throughout his career, he has provided exemplary leadership across key federal ministries and government institutions, contributing significantly to policy implementation, institutional strengthening, information governance, and public sector transformation.
He possesses extensive expertise in library and information science, records and knowledge management, digital library services, public administration, and organizational development. His professional experience spans the development and management of information systems, strategic planning, research coordination, policy support, and the promotion of transparency and accountability within government institutions.
Currently serving as Deputy Director (Library) in the Office of the Accountant-General of the Federation, Dr. Lucky has consistently demonstrated exceptional leadership in advancing efficient information management practices, strengthening institutional capacity, and supporting evidence-based decision-making. He is recognized for his commitment to innovation, service excellence, and the modernization of library and information services, with particular expertise in online and digital library systems.

The Office of the Accountant General of the Federation (OAGF)’S Library is charged with the responsibility of providing relevant information resources to support OAGF activities towards achievements of its mandate. Consequently the Library provides print, non-print and e-resources for consultation, research, planning, recreation; and for effective and efficient public service delivery.
