FUNCTIONS/SCHEDULES OF THE FINANCE AND ACCOUNTS DEPARTMENT:

1.1     MANDATE:

The Finance and Accounts Department is a service department that is generally responsible for the receipt, custody and disbursement of public funds appropriated for the OAGF in line with extant regulations as well as financial reporting and maintenance of relevant accounting records and books as statutorily required. These responsibilities are discharged through the various Sections within the Department.

1.2     CORE FUNCTIONS:

The Finance and Accounts Department is divided into two (2) major Divisions which are the Accounts and Budget Divisions. The Department is responsible for the accounting and budgeting functions of the Office of the Accountant – General of the Federation. Its general functions are:

  • Follow – up on fund releases either of Recurrent, Capital or others (Project – Special Accounts).
  • Processing of payments upon approvals for Capital, Overheads and Project – Special Accounts.
  • Ensure that all approvals are in line with the appropriation Act, extant rules and regulations and fall within the approved threshold.
  • Ensure all approvals for payment on procurements meet with the requisite sections of the Procurement Act 2007.
  • Preparation, Collation, Submission and Supervision of the Budgeting process of the OAGF and receipt of funds by way of Warrants or Authority to Incur Expenses (AIEs) online.
  • Liaising with the Ministry of Finance, Budget and National Planning and the National Assembly on matters relating to Revenue, Recurrent and Capital Budget of the OAGF.
  • Supervision and monitoring of the OAGF’s Revenue, Recurrent and Capital budget performances.
  • Settlement of bills, rates and salaries after raising the appropriate payment vouchers through E – Payment systems such as GIFMIS and REMITA.
  • Maintenance of appropriate records and books for all financial transactions e.g. Vote Books, Cash Books, Ledgers, e.t.c.
  • Rendition of mandatory Financial returns to the appropriate Department of the OAGF.
  • Responding to queries issued by the Internal Audit Unit, Federal Resident Auditor, Inspectorate Division of the OAGF and the Public Accounts Committee (PAC) of the National Assembly.
  • Accompanying the AGF during his personal appearance before the Public Accounts Committee (PAC) of both chambers of the National Assembly on responses to audit queries emanating from Inspection Reports of the Auditor – General for the Federation.
  • Advising the AGF on all financial matters.
  • Performs any other role as may be assigned by the AGF.

          *        To manage the OAGF finances in an accountable and an efficient manner.

*        Prudent financial management and preparation of Reports.

*        Accountability and transparency of allocations to the OAGF.

*        To manage and control all Funds of OAGF as received from the Budget Office of the Federation.

*        To plan for the receipts and expenditure of OAGF.

*        To maintain an efficient and effective Government accounting system for OAGF.
