Aishatu Sani Yashe

Director, General Services Department.

Aishatu Sani Yashe Aishatu Sani Yashe was born on the 20th April, 1972 in Yashe Kankia Local Government Area of Katsina State. She is happily married with three (3) Children, Mrs Aishatu is currently a Director General Services (D GS) in the Office of Accountant General of the Federation.  She obtained a Master’s Degree in International Affairs and Diplomacy (MIAD) in the year 2008 – 2009 and Bachelor of Education (B. Ed) in Social Studies in 1995. She graduated from Ahamdu Bello University.

Aishatu Sani Yashe attended many workshops and training such as :-

  1. Diploma in Health Management Systems at Galilee, International Management Institute Israel.
  2. Management Tools and Communications Skills Development Course.
  • Service wide Capacity Building Program for Government of Nigeria.
  1. Database management & SPSS etc

SCHEDULE OF DUTIES

GENERAL SERVICES DIVISION

The schedule of duties for the General Services Division are;

  • Processing of monthly salaries/allowances of contract staff, Federal Fire Officers, The Commissionaires, Security Personnel and other Service Providers.
  • Processing the utility bills of Abuja Electricity Distribution.
  • Company (AEDC), FCT Water Board and AEPB for payment.
  • Monitoring and Supervision of the activities of Service Providers andContract Staff
  • Refilling and Servicing of Fire extinguishers to make the Fire officers battle ready in case of fire emergencies.
  • Allocation of parking spaces to officers of OAGF.
    Issuance of job completion certificates to contractors that successfully completed their jobs.
  • Receiving all procured items supplied to the general store for distribution as may be directed.
  • Liaising with the security agencies in ensuring adequate protection of lives and property in OAGF.
  • Management of the staff and utility buses. The deployment of drivers to different routes and personnel are also part of the duties of the section.
    The Office of the Accountant-General of the Federation has 22 vehicles (list of vehicles attached as Annex IV)

MAINTENANCE DIVISION

The schedule of duties for the sections under the maintenance division are :-

THE MECHANICAL SECTION

Consists of the following Units

  • Generator Plant Unit – This unit maintains 3 Generators in Headquarters/and one in Gombe Data Centre. Air conditioner &
  • Refrigerator Unit: repairs & maintenance of ACs and Refrigerators.
  • Plumbing Unit
  • Lift Unit – There are 5 lifts in the main building and one in the annex building, making it a total of 6 lifts.
  • Bore Hole – There are 4 bore holes in the Treasury House but not all of them are functioning.

ELECTRICAL SECTION:- This section takes care of Electrical Panel of the power substation, which involves transformer, and the high voltage panels.Their schedules also include maintenance of all electrical fixtures and fittings and generators in the Treasury House.

 

BUILDING SECTION:-

The building section is mandated to co-ordinate and supervise all building projects from start to finishing as contained in OHCSF letter Ref. No.

OHCS/SP50/OD/741/II1/64 dated 6th March 2023 (Attached as Annex II), Maintenance works and facility management for the Treasury House & FPOs.

ROLE OF THE RESIDENT CONSULTANT

In light of the nature of contracts and projects which require technical expertise in the General Services Department, the Resident Consultant in the OAGF is to serve an advisory role to the Accountant-General of the Federation and the Director General Services.

STAFF STRENGTH

There are 39 Staff in the General Services Department of the Office of the

Accountant-General of the Federation (List of Staff attached as Annex V).

The Office of the Accountant-General of the Federation has 22 vehicles (list of vehicles attached as Annex IV).

FEDERAL PAY OFFICES (FPOs)

The Federal Pay Offices (FPOs) are liaison offices in the states responsible for the payment of Federal Government Employees. Federal Pay Offices (FPOs) in Nigeria, managed by the Office of the Accountant General of the Federation (OAGF), operate in all 36 states to manage federal finances, enforce compliance with Treasury Single Account (TSA) policies, and monitor MDAs. They are key to ensuring financial transparency, implementing digital reforms, and adhering to procurement laws.

The General Services Department is in charge of managing the facilities in the FPOs. However,

some of the government-owned

FPOs Buildings are

underutilized and their request for maintenance are mostly not included in the budget, hence their requests are not addressed.

Therefore, there is a need for integration of FPOs into the General Service

departmental oversight and planning in order to address maintenance budgetary challenges of the FPOs. Attached is the report of the nationwide asset verification exercise of conduct by the Asset Tracking and Management Project (ATMP) across all FPOs (please see Annex VI)
