January 1, 2025, marked the beginning of a new era in the leadership of the Integrated Personnel and Payroll Information System (IPPIS) Department under the able stewardship of the Director, IPPIS, Mr. Ekwem V. E. N., FCA.
Since assuming office, the Department has witnessed remarkable progress driven by leadership, collaboration, dedication, teamwork, innovation, and a shared commitment to continuous improvement. Through sustained and incremental efforts, the Department has recorded significant achievements that have enhanced its operational efficiency, strengthened stakeholder confidence, and positioned it more prominently within the Office of the Accountant-General of the Federation and the Federal Public Service. They are:

FUNCTIONS OF THE DEPARTMENT
i. Enrolment and Creation of new MDAs/Personnel on IPPIS platform and provide interface for resolving issues arising from enrolment exercise;
ii. Prompt payment of staff emolument in all MDAs on IPPIS platform in line with the Federal Government Annual Budget to ensure minimal leakages;
iii. Provide platform for easy payment of Third-Party transactions e.g. PAYE, Union Dues, Cooperatives, Pension etc.;
iv. Creation of Access Rights for Payroll users in IPPIS MDAs to have access to the IPPIS Application;
v. Coordinate Service-wide Manpower Development for IPPIS Role Players in MDAs;
vi. Ensure effective interface with the Joint Tax Board, States Internal Revenue Service, CBN, FIRS, NIBSS, PENCOM and any other Agency on matters relating to the activities of IPPIS;
vii. Provide technical support to the IPPIS Desk Officers on payroll solution.
viii. Management and Supervision of the Department;
ix. Enrolment of new MDAs that draw Personnel Cost from CRF into IPPIS;
x. Preparation and processing of payroll;
xi. Processing and payment of salaries and Third parties;
xii. Administration and overseeing IPPIS activities including staff;
xiii. Supervision of Solution providers, payment platform gateway and other Consultants working for IPPIS;
xiv. Management of payroll and associated activities;
xv. Supervision of ICT Solutions;
xvi. Preparation and Management of the Department budget, procurement and stores;
xvii. Organizing training for all IPPIS Desk Officers and other Stakeholders,
xviii. Writing reports/Memos/Brief to AGF & HMFB&NP;
xix. Liaising with BOF, Funds Department and Cash Management Department under Federal Ministry of Finance and GIFMIS;
xx. Advising Top Management on Payroll activities where necessary; and
xxi. Any other delegated assignments by the AGF or HMFB&NP as the case may be.
i. Enrollment of Non-core MDAs employees of the Federal Government onto the IPPIS Platform.
ii. Maintain and update a centralized personnel database.
iii. Process and pay monthly salaries, allowances, and approved arrears.4. Implement approved personnel actions, including appointments, promotions, transfers, and retirements.
iv. Administer and remit statutory and approved third-party deductions.
v. Validate personnel records and eliminate payroll irregularities, including ghost workers.
vi. Reconcile payroll transactions and resolve payment-related issues.
vii. Generate payroll and personnel reports for management, budgeting, and audit purposes.
viii. Provide payroll and personnel support services to Ministries, Departments, and Agencies (MDAs).
ix. Ensure compliance with government policies, financial regulations, and public service rules governing personnel and payroll administration.
