Mrs. Rufus-Ebegba Immaculata Ebosome is an accomplished public sector leader and Director in Nigeria’s Federal Civil Service, widely recognized for her strategic insight, administrative expertise, and unwavering commitment to national development. Born on 29 May 1968 in Edo State Nigeria, she hails from Etsako East Local Government Area. Her professional journey reflects a disciplined rise through the ranks, anchored on hard work, merit, integrity, and sustained performance. Since joining the Federal Civil Service in 1994 as a Personnel Officer II, she has progressed steadily to the Directorate cadre in 2023—an achievement that underscores her competence, resilience, and leadership acumen.
Mrs. Rufus-Ebegba currently serves as Director, Planning, Research and Statistics at the Office of the Accountant-General of the Federation, where she provides strategic leadership in planning, policy support, data management, performance evaluation and bilateral and multilateral Issues. In this roles, she contributes significantly to strengthening evidence-based decision-making and enhancing institutional efficiency within the nation’s financial management architecture.
Her extensive career portfolio includes high-impact roles previously as Director of General Services Department at the Federal Ministry of Sports Development and subsequently at the Federal Ministry of Aviation and Aerospace Development. She also served as Deputy Director in key capacities, including Police Community Relations at the Ministry of Police Affairs and Training and Staff Welfare at the Ministry of Special Duties and Inter-Governmental Affairs. Notably, during her tenure at the Federal Ministry of Works and Housing, she played a pivotal role in overseeing Appointment, Promotion, and Discipline processes, ensuring compliance with Civil Service regulations and promoting transparency and accountability.
Earlier in her career, she made significant contributions at the Federal Ministry of Agriculture and Rural Development, the Federal Civil Service Commission, the National Planning Commission, and at the defunct Centre for Democratic Studies. Academically, Mrs. Rufus-Ebegba holds a Master of Public Administration and a Postgraduate Diploma in Public Administration from Nasarawa State University, Keffi, as well as a Bachelor of Agriculture from the University of Benin. PLANNING, RESEARCH AND STATISTICS DEPARTMENT
The Department of Planning, Research and Statistics (PRS) is one of the core departments in all MDA’s Service-wide. The department consists of three divisions, namely, Planning, Research & Statistics and Library.
The Department of Planning, Research and Statistics (PRS), as part of its main mandates, is to coordinate, formulate and ensure the implementation of policies, programmes and projects of the Office of the Accountant-General of the Federation are in line with the policy direction of the Federal Government. It also ensures that policies, programmes and projects of the office are evidence-based; that is, they are premised on reliable and timely statistics.
FUNCTIONS:
- Representation of OAGF on the Open Government Partnership, (OGP) meetings;
- Preparation and Coordination of OAGF Ministerial briefings;
- Preparation of OAGF Annual Work Plan;
- Supervision of the publication of OAGF Magazine – “The Treasury Magazine”.
- Monitoring and Evaluation of Capital Projects of the OAGF Headquarters and Federal Pay Offices (FPOs), including the Federal Treasury Academy (FTA), Orozo, Abuja;
- Coordinate the implementation of Performance Management System (PMS) in OAGF;
- Coordination of OAGF stakeholder engagements;
- Participation in activities for international cooperation, e.g., Bilateral and Multilateral cooperation with World Bank, IMF, UNDP, and other related bodies, relating to project implementation with the OAGF;
- Training and implementation of OAGF staff on Key Performance Indicators (KPIs) and scorecards;
- Conducts a nationwide statistical survey of OAGF’s Personnel in MDAs and OAGF statistical Manpower dispositions and updates the relevant statistical information;
- Collaborates with National Bureau of Statistics to ensure the conformity of OAGF’s Statistical Templates with the approved National Statistical compendium requirements for full integration of the OAGF’s statistics into the National Statistical System;
- Represents the OAGF at National and Federal Consultative Committee meetings on statistics;
- Generation of updated statistics of OAGF’s Manpower disposition;
- Collecting and collating data on the Federal Government’s Annual Revenue and Expenditure;
- Conducting Target Performance Evaluation of the Federal Pay Offices (FPOs) and the Zonal Offices in line with Operations, Organization and Management Research (OOMR) guidelines approved by the Office of the Head of Service of the Federation;
- Management of the OAGF Library;
- Documentation/Digitization Services;
- Preservation of both print and non-print materials; and
- E-library/Online services
